Council of Government Meeting on Thursday 05 January 2023

On Thursday 12 Joumada II 1444, corresponding to 05 January 2023, the Government held a Council of Government , chaired by Mr. Aziz Akhannouch, Head of Government, devoted to the deliberation and approval of a number of draft legal texts, the revision of an international agreement and proposals for appointment to high-level positions in accordance with Article 92 of the Constitution.

  • At the beginning of this meeting, the Council of Government deliberated and approved the draft Decree No. 2.22.867 approving the General Construction Agent specifying the standard and functional construction standards for tourist accommodation establishments and the creation of the National Committee on Construction Standards for Tourist Accommodation Establishments, presented by Ms. Fatima Ezzahra El Mansouri,  Minister of National Territory and Urban Planning, Housing, and City Policy.
  • Subsequently, the Council of Government deliberated and approved draft Decree No. 2.22.191 on air navigation services, presented by Mr. Mohamed Abdeljalil, Minister of Transport and Logistics.
  • The Council of Government deliberated and approved draft Decree No. 2.22.874 defining the competences and organization of the youth Department, presented by Mr. Mohamed Mehdi Bensaid, Minister of Youth, Culture and Communication.
     

The Council of Government continued its work by examining the agreement between the Government of the Kingdom of Morocco and the International Centre for Migration Policy Development (IPDM) on the creation of a representation of the International Centre for Migration Policy Development in the Kingdom of Morocco, signed in Rabat on 10 November 2022, and Draft law No. 59.22 approving the said agreement,  presented by Mr. Mustapha Baitas, Minister Delegate to the Head of Government, in charge of Relations with Parliament, Government Spokesperson, on behalf of Mr. Nasser Bourita, Minister of Foreign Affairs, African cooperation and Moroccans Expatriates.

The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.

  • At the level of the Ministry of National Education, Preschool, and Sports - National Education Department, the following have been appointed:
    • Mr. Moulay Youssef Al Azhari, Director of Evaluation, Organization of School Life and Inter-University Training;
  • At the level of the Ministry of National Education, Preschool and Sports - Sports Department, the appointment of:
    • Mr. Youssef Belkasmi, Head of Collective Management, National Society for the Construction and Management of Stadiums (SONARGES);
  • At the level of the Ministry of Agriculture, Fisheries, Rural Development, Water and Forests - Water and Forests Department, the appointment of: 
    • Mr. Mohamed Akef, Director-General of the Foundation for the Promotion of Social and Cultural Action of Employees in the Water and Forestry Department;
  • At the level of the Ministry of Agriculture, Fisheries, Rural Development, Water and Forests - Agriculture Department, the appointment of: 
    • Mr. Abdelaziz Ait M'birik, Director, Regional Agricultural Investment Office, Ouarzazate;
  • At the level of the Ministry of Transport and Logistics, the following are appointed for:
    • Mr. Mohamed Briouik, Director of the Higher Institute of Maritime Studies;
    • Mr. Mohamed El Ouafik, Director of the Mohammed VI International Academy of Civil Aviation.
