Government Council Meeting on Thursday, April 4, 2024

The government council meeting was held on Thursday, 24 Ramadan 1445, corresponding to April 4, 2024, under the chairmanship of Mr. Aziz Akhannouch, dedicated to the examination of several legal text projects, the review of an international agreement, and the discussion of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the beginning of the council's proceedings, and on the occasion of Eid al-Fitr, the Head of Government expressed, on behalf of himself and all government members, his sincere congratulations and wishes to the Commander of the Faithful, His Majesty King Mohammed VI, may God protect him, as well as to the royal family and the entire Moroccan people. He prayed to the Almighty to bless this Eid for our Commander of the Faithful, His Majesty King Mohammed VI, by granting him perfect health and well-being, and for our country by offering it more progress and prosperity.

  • Subsequently, the Government Council examined and approved draft decree no. 2.23.557 concerning the quality, sanitary safety, and labeling of materials intended for the feeding of animals producing food products, presented by the Minister of Agriculture, Fisheries, Rural Development, and Water and Forests, Mohamed Sadiki.
  • The Government Council then examined and approved a draft decree no. 2.24.296 amending and supplementing decree no. 2.15.183 of 7 Shawwal 1436 (July 24, 2015) establishing the list of universities and institutions linked to the State by a partnership agreement in the field of education, training, and scientific research development, presented by the Minister of Higher Education, Scientific Research, and Innovation, Abdellatif Miraoui.
  • The Government Council also examined and approved a draft decree no. 2.23.662 amending and supplementing decree no. 2.16.88 dated 21 Rajab 1437 H (April 29, 2016) concerning the special status of officials of the penitentiary administration and reintegration, presented by the Delegate Minister in charge of Digital Transition and Administration Reform, Ghita Mezzour.
     
  • The Government Council continued its work by being informed of a cooperation agreement in the field of maritime fishing between the government of the Kingdom of Morocco and the government of the Republic of The Gambia, signed on January 25, 2024, in Dakhla, as well as draft law no. 07.24 approving the said agreement. Both texts were presented by the Minister of Agriculture, Fisheries, Rural Development, and Water and Forests, Mohamed Seddiqi, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad, Nasser Bourita.
  • This agreement aims to establish the foundations and principles of cooperation between the two countries in the fields of maritime training, technical and scientific research in the field of maritime fishing, as well as the industry and processing of fish products between the Kingdom of Morocco and the Republic of The Gambia.
     

The Government Council concluded its work by examining and approving proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution. The following appointments were made :

  • At the Ministry of Higher Education, Scientific Research, and Innovation:
    • Mr. Mohamed Belachhab was appointed Dean of the Faculty of Arts and Humanities;
    • Mr. Ahmed Barakat was appointed Dean of the Faculty of Sciences and Techniques of Beni Mellal;
  • Regarding the Ministry of Solidarity, Social Integration, and Family:
    • Mr. Hicham Belmaati was appointed head of the National Institute of Social Action;
  • At the Ministry of Digital Transition and Administration Reform:
    • Ms. Karima Khaldoun was appointed Director of the Development of the Use of the Amazigh Language;
  • Regarding the Ministry of Energy Transition and Sustainable Development-Department of Energy Transition:
    • Mr. Abderraouf Benabou was appointed Director of Renewable Energies and Energy Efficiency;
  • At the Ministry of Energy Transition and Sustainable Development-Department of Sustainable Development:
    • Mr. Bouzekri Razi was appointed Director of Environmental Control, Assessment, and Legal Affairs.
