Meeting of the Government Council on Thursday, September 19, 2024

• Regarding Bill No. 54.23, amending and supplementing Law No. 65.00 related to the Basic Mandatory Health Insurance, as well as other specific provisions, the Government Council decided to postpone its review to allow for further in-depth study in an upcoming meeting.
• Next, the Government Council reviewed and adopted Decree No. 2.24.394 related to the quality and sanitary safety of commercialized sauces, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Mohamed Sadiki.
• Subsequently, the Government Council reviewed and adopted Decree No. 2.24.766, amending and supplementing Decree No. 2.02.177 approving the seismic building regulations (R.P.S 2000) applicable to buildings, which set out seismic standards and established the National Committee for Seismic Engineering. This was presented by the Minister of National Territorial Planning, Urban Planning, Housing, and City Policy, Fatima Ezzahra El Mansouri.
• The Government Council continued its work by reviewing and adopting Decree No. 2.24.767, supplementing Decree No. 2-12-666 approving the seismic regulations for earthen constructions and establishing the National Committee for Earthen Constructions. This was also presented by the Minister of National Territorial Planning, Urban Planning, Housing, and City Policy, Fatima Ezzahra El Mansouri.
   

The meeting of the Government Council concluded with the review and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution. The following appointments were made:

• At the Ministry of Economy and Finance:
  • Mr. Abdesselam Benabbou was appointed Director of Administrative and General Affairs.
• At the Ministry of Higher Education, Scientific Research, and Innovation:
  • Mr. Khalid El Kalai was appointed Director of the Higher School of Technology (EST) in Essaouira;
  • Mr. Said Rakrak was appointed Dean of the Faculty of Sciences and Techniques (FST) in Marrakech; and
  • Mr. Abdessamad Charif was appointed Dean of the Multidisciplinary Faculty in Safi.
