Government Council Meeting of Thursday, October 10, 2024

The Government Council met on Thursday, Rabia Al-Akher 6, 1446, corresponding to October 10, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting focused on a sectoral presentation, the review of several legal texts, and proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the beginning of the meeting, the Government Council listened to a presentation on the latest developments in the 2024-2025 university year, delivered by the Minister of Higher Education, Scientific Research, and Innovation, Abdellatif Miraoui. The minister highlighted that this academic year, under the theme "Excellence, Digitization, Empowerment," marks the implementation of strategic projects from the National Plan for Accelerating the Transformation of the Higher Education, Scientific Research, and Innovation Ecosystem (PACTE ESRI 2030).
Regarding university enrollment trends, the minister noted a growing interest in university programs, with the total number of students increasing by 5-6% in recent years, bringing the total to nearly 1.3 million. Higher education institutions welcomed 344,679 new students this year.
The minister also stated that the 2024-2025 academic year is marked by the completion of implementing the new pedagogical model, which now includes master's programs and regulated access institutions. Furthermore, a diversified training offer aligned with national needs and priorities has been established, with around 4,000 accredited programs. Innovative measures tailored to the younger generation are also being adopted, notably through the development and launch of the "MyMoroccanUniv" application for students, as part of the digital transformation efforts in Morocco's public universities.

  • The Government Council reviewed and adopted draft decree No. 2.23.100, which defines the procedures for organizing and maintaining the register of real estate civil companies, presented by the Minister of Justice, Abdellatif Ouahbi.
  • The Council then reviewed and adopted draft decree No. 2.23.101 concerning the organization and maintenance of the national register of proxies related to real property rights and the national electronic register of proxies, also presented by the Minister of Justice, Abdellatif Ouahbi.
  • The review of draft decree No. 2.22.381 on internal control within ministerial departments was postponed for further examination.
  • The Government Council reviewed and adopted draft decree No. 2.23.971 on the regional development and management plan for inland fishing and aquaculture, presented by the Minister Delegate in charge of Investment, Convergence, and the Evaluation of Public Policies, Mohcine Jazouli, on behalf of the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Mohamed Sadiki.
     

The Government Council was informed of an agreement in the form of an exchange of notes between the Kingdom of Morocco and the Kingdom of Spain, amending the agreement (also in the form of an exchange of notes) dated March 8, 2004, on the mutual recognition and exchange of national driver's licenses. The amendment was signed in Madrid on February 29 and March 6, 2004. This was accompanied by draft law No. 25-24 approving the aforementioned agreement, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, Nasser Bourita.
The amendment, which affects the fourth paragraph of the agreement, allows Moroccan drivers to exchange their national driving licenses for equivalent Spanish ones without having to pass a theoretical test, as explained by the Minister Delegate in charge of Relations with Parliament and Government Spokesperson, Mustapha Baitas, during a press briefing following the Council meeting.
However, Moroccan drivers wishing to exchange licenses in categories C, C+E, D, and D+E will exceptionally have to pass a driving test on public roads, using one or more vehicles covered by these licenses.
