Government Council Meeting on Thursday, December 12, 2024

The Government Council convened on Thursday, Jumada Al-Akhir 10, 1446, corresponding to December 12, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting focused on reviewing several draft legal texts, considering two international agreements, and studying proposals for senior-level appointments in accordance with Article 92 of the Constitution.

  • At the opening of its session, the Government Council examined and adopted Decree No. 2.24.1090, approving the state's shareholder policy, presented by the Minister of Economy and Finance, Nadia Fettah.
  • Next, the Council examined and adopted Decree No. 2.23.725, amending and supplementing Decree No. 2.18.738 of Rabi' I 22, 1440 (November 30, 2018), which established the Souss-Massa free export zone, presented by the Minister of Industry and Trade, Ryad Mezzour.
  • Subsequently, the Council examined and adopted Decree No. 2.24.1056, amending and supplementing Decrees Nos. 2.23.545, 2.23.546, and 2.98.548 regarding the statutes of research and teaching staff, presented by the Minister of Higher Education, Scientific Research, and Innovation, Azzedine El Midaoui.
     

The Government Council continued its session by reviewing two international agreements signed between Morocco and the Republic of Guinea-Bissau, as well as two draft laws approving these agreements, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Abroad, Nasser Bourita. These include:

  • The Agreement on Mutual Administrative Assistance in Customs Matters between the governments of Morocco and Guinea-Bissau, signed on July 16, 2024, in Laâyoune, and Draft Law No. 47.24 approving this agreement.
    This agreement aims to enhance cooperation between the two countries in combating customs violations by consolidating and perfecting mutual assistance practices between their customs administrations to ensure the application of customs laws and prevent infractions, thereby enabling their identification and prosecution.
  • The Agreement on International Road Transport of Passengers and Goods, signed on July 16, 2024, in Laâyoune between the governments of Morocco and Guinea-Bissau, and Draft Law No. 48.24 approving this agreement.
    This agreement seeks to strengthen the road transport of passengers and goods between Morocco and Guinea-Bissau to promote trade exchanges and foster the development of bilateral economic relations.

The Government Council meeting concluded with the review and approval of proposals for senior-level appointments, in accordance with Article 92 of the Constitution.

  • At the Ministry of Tourism, Handicrafts, and Social and Solidarity Economy:
    • Asmaa El Kadiri, Director of Strategy, Programming, and Cooperation.
  • At the Ministry of Equipment and Water:
    • Mohamed Dkhissi, Director-General of Meteorology.
  • At the Ministry of Housing, Urban Development, and Urban Policy:
    • Salma Benzoubir, Director of the Ministry's Social Works Foundation.
  • At the Ministry Delegate for Investment, Convergence, and Public Policy Evaluation:
    • Yassine Tazi, Director of the Regional Investment Center for Tangier-Tetouan-Al Hoceima.
  • At the Ministry of Industry and Trade:
    • Afaf Saaidi, Director of Aeronautical, Railway, Naval, and Renewable Energy Industries.
