Government Council Meeting of Friday, October 18, 2024
The Government Council met on Friday, 14 Rabia Al-Akher 1446, corresponding to October 18, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. The meeting was dedicated to the presentation of a report on the 2025 Draft Finance Bill (DFB), the review of draft decrees related to the military sector, and the examination of other draft decrees.
At the beginning of the meeting, the council heard a presentation on the preparatory measures related to the Draft Finance Bill 2025, delivered by the Minister of Economy and Finance, Nadia Fettah.
Following this, the council reviewed several draft military-related decrees, presented by the Minister Delegate to the Head of Government, in charge of the Administration of National Defense, Abdeltif Loudyi. These included:

- Draft Decree No. 2.24.921 concerning the use of cloud services by critical entities and infrastructures with sensitive information systems or sensitive data ;
- Draft Decree No. 2.24.922 amending Decree No. 2.73.657 of 16 Safar 1394 (March 11, 1974) on the organization and operation of of Royal Armed Forces' hospital facilities ;
- Draft Decree No. 2.24.684 amending Decree No. 2.15.962 of 6 Jumada I 1437 (February 15, 2016) on expedition allowances for certain military personnel.
Subsequently, the Government Council examined and adopted a series of draft decrees presented by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, Fouzi Lekjaa, regarding:
- Draft Decree No. 2.24.960 on the suspension of import duties applicable to virgin olive oil and extra virgin olive oil ;
- Draft Decree No. 2.24.961 amending Decree No. 2.24.064 of 13 Rajab 1445 (January 25, 2024) on the suspension of import duties applicable to domestic cattle ;
- Draft Decree No. 2.24.962 on the suspension of import duties applicable to domestic sheep ;
- Draft Decree No. 2.24.963 on the suspension of import duties applicable to meats from domestic animals of the bovine, ovine, caprine, and camelid species.
