The Government Council convened on Thursday, 20 Rabia Al-Akher 1446, corresponding to October 24, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the presentation of two sectoral reports and the review of several draft legal texts, in accordance with Article 92 of the Constitution.
At the start of the meeting, the Council heard a presentation on administrative courts, delivered by the Minister of Justice, Abdellatif Ouahbi.
This reform is part of the structural reforms in the judicial system aimed at strengthening respect for the law and enshrining its supremacy, as well as consolidating achievements in rights and freedoms and the principles of transparency and governance in public affairs, in line with the High Royal Guidelines.
The Minister emphasized that this reform primarily seeks to strengthen administrative justice and ensure neutrality in handling disputes, adding that this approach aspires to foster balanced legal representation, which will contribute to protecting the public interest and ensuring the precise and effective application of the law.
Following this, the Government Council reviewed a presentation on the 2024-2025 professional training session delivered by Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment, and Skills.
The Minister noted that the 2024-2025 training year marks a critical phase in implementing strategic initiatives outlined in the professional training roadmap, with the number of trainees reaching 678,605—a roughly 17% increase from the previous year.
The Minister also highlighted that the professional training system has expanded, with 24 new institutions opening this year. In terms of technical and educational support, over 25,700 trainers and supervisors are now overseeing professional training across more than 2,250 institutions, a 4% increase compared to the previous year.
To address dropout rates in professional training and support trainees in rural areas, the government is enhancing the availability of on-campus accommodations. This year, four new dormitories were established, bringing the total to 143, providing lodging for over 19,085 trainees. Apprenticeship-based training programs will also see a boost, with a target of reaching 100,000 beneficiaries by 2026.

The Council concluded with the review and adoption of two draft decrees concerning the Medicine and Pharmacy Code and the issuance of certificates of free sale and compliance with good manufacturing practices. These decrees were presented by the Minister of Health and Social Protection, Amine Tahraoui, and include:

  • Draft Decree-Law No. 2.24.346: Implementing principles outlined in Articles 42 and 44 of Law No. 17-04, related to the Medicine and Pharmacy Code.
    This draft establishes procedures for submitting applications for public advertising authorization of human-use medicines and the required reporting protocol for each advertisement targeted at healthcare professionals authorized to prescribe, dispense, or use these medicines in their work.
  • Draft Decree No. 2.24.327: Pertaining to the issuance of certificates of free sale and compliance with good manufacturing practices. 
    Aligned with Article 24 of Law No. 17-04, this draft defines the procedure for submitting applications for these certificates, sets timelines for their issuance, and establishes validity periods. It also grants the health authority the ability to issue five orders detailing its application, including transitional provisions pending the enforcement of Law No. 10.22, which will create the Moroccan Agency for Medicines and Health Products.
