Government Council Meeting on Thursday, October 31, 2024

The Government Council met on Thursday, 27 Rabi' al-Thani 1446, corresponding to October 31, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to reviewing several draft legal texts, taking note of international agreements, and examining proposals for appointments to senior positions in accordance with Article 92 of the Constitution.

  • At the beginning of the session, the Government Council reviewed and adopted draft decree 2.24.957, which defines the responsibilities and organization of The Ministry of Foreign Affairs and African Cooperation. This project was presented by the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita.
  • The Council also examined and adopted draft decree no. 2.24.927, which supplements decree no. 2.17.226 of 4 Shawwal 1438 (June 29, 2017). This decree establishes the list of diplomas and certificates prepared and issued by institutes and establishments under the University of Al Quaraouiyine. This project was presented by the Minister of Endowments and Islamic Affairs, Ahmed Toufiq.

Subsequently, the Government Council reviewed several international conventions and related draft laws presented by the The Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita. These included:

  • The protocol amending the convention on offenses and certain other acts occurring on board aircraft, adopted on April 4, 2024, in Montreal, and draft law 49.23 approving this protocol. The protocol aims to ensure the safety of aircraft, individuals, and property, and to minimize risks that may disrupt order on board.
  • The cooperation agreement on the extradition of criminals between the Kingdom of Morocco and the Kingdom of the Netherlands, initialed on December 18, 2023, in Rabat, and draft law 19.24 approving this agreement. This agreement seeks to strengthen bilateral cooperation between Morocco and the Netherlands in criminal matters, enhance the efficiency of combating cross-border crime, and facilitate the extradition of criminals.

The Government Council meeting concluded with the examination and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • In the Ministry of Equipment and Water : 
    • Abdelaziz Zerouali was appointed as the new Director General of Hydraulic Engineering.
  • In the Ministry of National Territorial Planning, Urbanism, Housing, and Urban Policy :
    • Adil Zabadi was appointed as the Director of the National Institute of Planning and Urbanism.
