Government Council Meeting on Thursday, November 14, 2024

The Government Council met on Thursday, 11 Jumada al-Awwal 1446, corresponding to November 14, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting focused on the review of a sectoral report, several legal draft texts, the consideration of an international agreement, as well as the examination of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the start of the session, the Government Council continued the review of the report on the 2024-2025 academic year for vocational training institutions, presented on October 24 by the Minister of Economic Inclusion, Small Business, Employment, and Skills, Younes Sekkouri.

  • Subsequently, the Government Council reviewed and adopted Bill No. 61.24, approving Decree-Law 2.24.728 dated September 27, 2024, which supplements Law No. 17.04 concerning the Medicines and Pharmaceuticals Code, presented by the Minister of Health and Social Protection, Amine Tahraoui.
  • As for Bill No. 34.21, which amends and supplements Law No. 25.90 on housing estates, groups of dwellings and subdivisions, it was postponed to a future government council meeting.
  • The Government Council then reviewed and adopted the draft decree No 2.24.966, amends the original decree No. 2.17.743 of 5 Shawwal 1439 (June 19, 2018) which outlines specific industries eligible for a temporary exemption from corporation tax, as stipulated under Article 6 (II-B-4°) of Morocco's General Tax Code. The measure was presented by the Minister Delegate to the Head of Government in charge of National Defense Administration, Abdellatif Loudiyi, on behalf of the Minister Delegate to the Minister of Economy and Finance in charge of the Budget, Fouzi Lekjaa.
     

The Government Council proceeded with its agenda by reviewing the Convention aimed at facilitating international access to justice, signed in The Hague on October 25, 1980, along with Bill No. 34.23 approving the aforementioned convention, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita.

The Government Council meeting concluded with the review and approval of proposals for senior appointments, in accordance with Article 92 of the Constitution.

  • At the Ministry of Energy Transition and Sustainable Development – Energy Transition Sector:
    • Hamid Hensali was appointed Inspector General.
  • At the Ministry of National Territory Planning, Urban Planning, Housing, and Urban Policy:
    • Abdelhai Amour was appointed Director of the Urban Agency of Dakhla – Oued Eddahab.
    • Mounir Baghdad was appointed Director of the National School of Architecture in Tetouan.
