Government Council Meeting on Thursday, December 26, 2024

The Government Council convened on Thursday, 24 Jumada al-Akhira 1446, corresponding to December 26, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting focused on reviewing several legal texts, discussing two international agreements, and examining proposals for senior appointments in accordance with Article 92 of the Constitution.
At the start of the meeting, and on the occasion of the new calendar year, the Head of Government extended his heartfelt congratulations to His Majesty King Mohammed VI, may God assist him, and to the royal family. He prayed for the Almighty to bless the Sovereign with health and well-being and conveyed his best wishes to all Moroccans. He also expressed hopes that the new year would bring prosperity and achievements for the nation, enabling the fulfillment of development objectives under the wise leadership of His Majesty King Mohammed VI, may God preserve him.
The Minister of Justice, Abdellatif Ouahbi, presented a report to the Government Council on implementing proposals for revising the Family Code. These proposals align with the Royal High Directives issued during the working session presided over by His Majesty King Mohammed VI, may God assist him, on December 23, 2024, at the Royal Palace in Casablanca, which focused on the revision of the Family Code.
 

  • Subsequently, the Government Council reviewed and adopted Decree No. 2.24.865, which establishes the list of exceptional leave entitlements for magistrates and the list of illnesses that qualify them for medium- and long-term sick leave. This decree was presented by the Minister of Justice, Abdellatif Ouahbi.
  • Next, the Government Council reviewed and adopted Decree No. 2.24.143, amending and supplementing Decree No. 2.93.534 of September 8, 1993, which outlines the procedures for granting allowances to officials responsible for supervising and conducting continuous training and professional development sessions for the staff of the Ministry of National Education. This decree was presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Ahmed El Bouari, on behalf of the Minister of National Education, Preschool Education, and Sports, Mohamed Saad Berrada.
  • Subsequently, the Government Council reviewed and adopted Decree No. 2.24.1122, which sets the legal minimum wage for agricultural and non-agricultural activities. This decree was presented by the Minister of Economic Inclusion, Small Enterprises, Employment, and Skills, Younes Sekkouri.
  • Finally, the Government Council reviewed and adopted Decree No. 2.24.1110, amending and supplementing Decree No. 2-06-574 of December 31, 2006, issued for the implementation of the value-added tax (VAT) provisions outlined in Title III of the General Tax Code (CGI). This decree was presented by the Minister Delegate to the Minister of Economy and Finance, responsible for the Budget, Fouzi Lekjaa.

The Council also reviewed two international agreements and their related draft laws, presented by the Secretary-General of the Government, Mohamed Hajoui, on behalf of the Minister of Foreign Affairs, African Cooperation, and Expatriates, Nasser Bourita:

  • A convention between the Kingdom of Morocco and the Republic of Chad regarding the avoidance of double taxation and the prevention of tax evasion on income tax, signed in Dakhla on August 14, 2024, along with Draft Law No. 53.24 approving the convention.
  • A social security agreement between the Kingdom of Morocco and the Republic of Korea, signed in Seoul on June 2, 2024, along with Draft Law No. 37.24 approving the agreement.
     

The meeting of the Council of Government concluded with the review and approval of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.The following senior appointments were approved:

  • At the Ministry of National Territorial Planning, Urbanism, Housing, and City Policy:
    • Ilham Saidi was appointed Director of the Urban Agency of Guelmim-Oued Noun.
  • At the Ministry of Transport and Logistics:
    • Tarik Talbi was appointed Director-General of Civil Aviation.
