Government Council Meeting of Thursday, January 9, 2025

The Government Council convened on Thursday, 9 Rajab 1446 (corresponding to January 9, 2025), under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This session was dedicated to reviewing several legal texts, considering international agreements, and discussing proposals for senior appointments in accordance with Article 92 of the Constitution.

  • The Government Council reviewed and adopted draft Decree No. 2.24.833 pertains to aggregation (teaching qualification) examinations for education and training and was presented by the Minister of National Education, Preschool, and Sports, Mr. Mohamed Saad Berrada.
    This draft aligns with regulatory measures aimed at updating the legal framework for aggregation examinations, harmonizing it with Decree No. 2.24.140 of February 23, 2024, regarding the special status of Ministry of National Education employees.
    The decree revises Decree No. 2.90.935 of February 24, 1993, concerning secondary education aggregation examinations. It establishes conditions and procedures for conducting these examinations across various disciplines to qualify for the position of senior education and training professor.
  • Subsequently, the Government Council reviewed and adopted the draft Decree No. 2.24.1124 amends Decree No. 2.73.454 of January 10, 1975, regarding the conservation of maritime mortgages. Presented by Ms. Zakia Driouich, Secretary of State to the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, responsible for Maritime Fisheries.
    This draft decree aims to amend the provisions of Article 2 of Decree No. 2.73.454 to designate that the authority overseeing maritime mortgages for fishing vessels will now be exercised by the governmental authority in charge of maritime fisheries or its mandated representative, in accordance with current legislation.

The Government Council continued its work by reviewing cooperation agreements signed with the Republic of Azerbaijan in the fields of logistics and energy, presented by the Minister of Foreign Affairs, African Cooperation, and Expatriates, Nasser Bourita. These include: 

  • Framework Cooperation Agreement in Logistics signed on November 13, 2023, in Rabat, this agreement aims to establish mutually beneficial logistics cooperation between Morocco and Azerbaijan, and the accompanying draft law no. 13.24 approving said agreement.
    This framework agreement aims to establish mutually beneficial cooperation between the two countries in the field of logistics, improve logistics chains dedicated to bilateral trade exchanges, and develop expertise in logistics professions.
  • The energy cooperation agreement, also signed on November 13, 2023, in Rabat, between Morocco and Azerbaijan, aimed at defining the principles and standards of cooperation in the energy sector.
    This agreement includes the exchange of information in the fields of oil and gas, exploration of cooperation opportunities in energy-related services, conducting scientific and technical research of mutual interest in the energy sector, and collaboration in renewable energies and their applications.

The Government Council concluded with the review and approval of proposals for senior appointments, in accordance with Article 92 of the Constitution:

  • Ministry of Higher Education, Scientific Research, and Innovation:
    • Mr. Rahim Ettor was appointed Dean of the Faculty of Legal, Economic, and Social Sciences in Ait Melloul.
  • Ministry of National Territorial Planning, Urbanism, Housing, and Urban Policy:
    • Mr. Jamal Hanafi was appointed Director of the Urban Agency of Al Hoceima.
  • Ministry Delegate to the Head of Government for Investment, Convergence, and Evaluation of Public Policies:
    • Mr. Mohamed Jifer was appointed Director of the Regional Investment Center (CRI) for the Laâyoune-Sakia El Hamra region.
